How To Setup Sheriff of Nottingham

Each player takes a Merchant bag and Mat.

Shuffle the Goods cards and deal 6 to each player.

Shuffle the Contraband cards and deal 3 to each player.

Place the Royal Goods tokens in the center of the table.

Choose a player to be the Sheriff.
