How To Setup Conspiracy!
To set up the game, place the briefcase in the center space of the gameboard. Each player chooses a headquarters space and places one playing piece on each of the eight spaces around the edges of the gameboard. Each player receives a bank book and a writing utensil. Before the game begins, players can make a payoff to one of the spies. The first player is then chosen.
