    How To Setup Alcatraz: The Scapegoat

    To set up the game, players randomly lay out the location cards to form the prison board. Auxiliary cards are drawn to place 8 guards around the board and determine the players’ starting locations. Three task cards are randomly placed on the board using the auxiliary deck. Finally, the Scapegoat is randomly determined.
