How To Setup Unrest

To set up Unrest, place the five district tiles on the table. If playing with the Capitol variant, position the Capitol tile in the middle. The Rebellion player draws five cards from their deck, and the Empire player takes the four Power Tokens. Draw the Revolution mission card and three other random missions, placing them face up.

Asymmetric Player Powers: One player plays as the Rebellion, while the other plays as the Empire, each with unique strategies and objectives.
